POSITION SUMMARY/OBJECTIVE: Under general direction of the site management, the EH&S Program Manager serves as a lead contact and assists the site with the development and the implementation of health, safety, and environmental regulatory programs; develops procedures, training, and audit programs to enhance site EH&S programs; takes part in maintaining a healthy and safe workplace for employees by assisting with the prevention of accidents and the handling of near miss, first aid, and recordable incidents and by maintaining and exceeding regulatory compliance; and assists the site to ensure that EH&S culture is integrated in a consistent manner into operations and supporting services.

ESSENTIAL JOB FUNCTIONS:

  • Performs EH&S assignments using 5S and safety concepts and principles to anticipate, identify, evaluate, and mitigate EH&S hazards for manufacturing, laboratory, and maintenance work areas and activities.
  • Lead EH&S improvement teams, conduct Job Safety Analysis and represent EH&S department in Management of Change meetings and coordinate with regulatory agencies, emergency responders, risk insurers, and internal customers on safety issues.
  • Ensure plant safety programs are compliant with local, state, and federal regulations and provide feedback and develop solutions to compliance issues.
  • Ensure all incidents and near miss reports are investigated properly - with adequacy and completeness - and ensure that identified corrective actions are implemented and tracked to ensure sustainability to prevent re-occurrence.
  • Represent the site with regulatory agencies and prepare and manage preparation of all EH&S submittals (with assist from Corporate EH&S) to these agencies including but not limited to:
    • Site environmental compliance including compliance with air permit requirements, waste management and storm and wastewater permits.
    • Annual environmental compliance reporting including air reports, SARA 311/312 (Tier II) and SARA 313 (TRI) reports.
    • Managing and tracking incident and injury investigations, root cause analysis and corrective action implementation.
  • Lead any regulatory agency audits/inspections and any subsequent findings.
  • Responsible for developing and conducting plant EH&S training and ensuring proper communication of health and safety issues.
  • Conduct audits of the EH&S programs, review results and prepare and ensure corrective actions are implemented and sustained.
  • Assume role of ERT incident commander, provide ERT technical support and maintain ERT equipment.
  • Implement/maintain/continue to improve EH&S procedures and processes.
  • Maintain plant inspection process, provide assignments, and follow up on results.
  • Attend training as required to maintain the required certifications and act as a resource to site employees addressing health and safety concerns on the plant floor.

REQUIRED EDUCATION AND EXPERIENCE:

  • BS in Industrial Safety or associated area such as science or engineering or reasonable equivalent experience.
  • 5 to 7 years' experience in a manufacturing environment, preferably chemical processes.
  • Strong Microsoft Office skills.
  • Excellent oral and written communication skills, including presentation skills.
  • Clear understanding of OSHA regulations and EH&S programs (including but not limited to emergency response, hazard recognition and control, HazCom, hot work, ergonomics, LOTO, confined space, etc).
  • Strong leadership and interpersonal ability to work cross-departmentally, with regulatory agencies at the local, State, and Federal level.
  • Ability to manage confidential information appropriately.
